Can the simplified wind procedure be utilized for buildings with parapets?

No.

I think some engineering judgement has to be used in this case.  Obviously most buildings have parapets.  But does this constitute having to design a building per the anayltical procedure because you have say a 6" high parapet?  Probably not.  

The same thought process could go into buildings with overhangs.  The code allows you to use the simplified procedure for hip and gable roof structures.  I've yet to see a hip or gable roof that doesn't have an overhang.  So does that mean that you have to design your building using the anayltical procedure because it has an overhang.  Probably not.  By no means am I saying to neglect the effects of wind on the overhang.

Of course this is my just my opinion and experience.

I agree with ars001. You can modify the loads but you can't use them without modification.

I say yes.  If they wanted to exclude buildings with parapets they would have done so in 6.4 where they tell you the buildings where you cannot use the simplified procedure.
