I will be passivating 304L SS to this spec and have a few questions pertaining to the SS after passivation.

1. Will the passivated SS be conductive?
2. Will this PROCESS effect laser welding in any way?
3. Will the passivated SS pass the salt/fog testing per
   MIL-STD-810F?

1. Just as much as before
2. It had better not (unless you don't rinse well)
3. It will help

Passivation removes free iron from the surface.  If you have bigger problems than that then you need to look at other surface prep methods.
