Does anyone know if special inspection is required under CBC 2007?  In other words is using the full stresses still optional?  Does special inspection need to be specified in the plans?

Per 2105.1 special is always required, per table 1704.5.1 or 1704.5.3 depending on your level.  I don't know if it is required or not but it is a good idea to specify on plans.

The SER is supposed to state what special inspections will be required as a condition of plan approval and more and more jurisidctions will be requiring the statement before plan approvals are given.

I am not sure what CBC is but the 2006 and 2003 IBC for sure has these requirements.
