I know that on some of the B series engines the heaters were controlled such that both came on if it was colder than X, and after Y seconds of running one would shut off, and eventually the second would shut off. My guess is that this is still the case. If you want a definite answer you need to provide more detail - are you talking about a new QSB, QSC, or older engine?
