Does anyone know of any links/design helps/industry standards on how to design a foundation for a grain bin?  

The owner wants to basically pour a floading slab with a thickened edge?

The bin would be 30 foot in diameter & hold 18,000 bushels @ 60 lbs/bushel = 1080 kips over a 31 diameter concrete pad.

Sounds like a winning design if the soil allows 2 ksi or better.

Just for interest sake - do a search of the famous failures of grain bins - Transcona Grain Elevator that failed in 1913, for example.  There is a case history in Tschbotarioff's book on Foundation engineering.
