API 510 Ninth Edition June 2006 section 5.5.2.1 states internal inspection SHALL be performed by the Authorized Inspector, does this mean they may not have other qualified personal perform the inspection?

Does it say "the authorized inspector" or "the authorized inspector or his designee"

Codes are quite specific and reading takes a little english skills.

The authorized inspector must certify that the piece of equipment is safe for use and his national board ticket is riding on his ability to get it right.  Would you put your lively hood in someone else's hands.  Would the underwriter risk a big payout on some other "qualified" insepection.  In this case, the word qualified, means someonne that has a national board ticket and is employed by and agency that is underwritten by an approved insurance company

The inspection shall be performed by the AI, not his designee.  The intent is to have the AI personally involved.  Too many companies were trying to have a certified guy back the the office that would rubber-stamp inspection work done by others.
