On a bank of three single phase regulators, if two of the regulators are on neutral and the third regulator is on 6 raise, is it ok to bypass the regulators? Please explain answer.

With a three-phase bypass switch?  No, all phases need to be in neutral.  Just read the regulator instruction manual and think about what is going to happen when you close the switch on the regulator at 6R - you'll get your own answer.
