This might seem trivial, but my utility is really cracking down on contract claims and extras.

Currently I am preparing bid documents for a removing debris (tree stumps, trunks and branches, mainly) from the intake area of a medium size hydropower plant.  Does anyone have any ideas of what the basis of payment should be?  Should we pay by CY and measure the pay quantity by the number of trucks that get filled?  Is there some way to make sure the contractor packs the debris efficiently?

Based on a 2005 dive inspection report I calculate that there is roughly 200 CY of debris, and I probably should have another dive inspection done before going to bid.  In any case, should I multiply the estimated quantity by a bulking factor?  What would be a good factor, 1.3 or so?

yardage is not appropriate for this, you would be better off by the ton.  if they are to haul to landfill, it will be weighed there and you can pay based on the tickets.

Weight is the way to go as the others have said but watch out that the contractor does not divert first and pick up some more debris.

Does the landfill site record mileage?

Thank you very much!  I will specify payment by weight and will check on procedures for making sure we do not pay for disposing of extra debris.

stephena has the right idea - have the odom reading put on the tickets and you can confirm that the trucks went straight to the dump...
