Figure the router has to use a bit at least .25" diameter; the water jet's equivalent is less than a tenth of that.

Cnc routers can generally cut at about 300 to 450 inches per min depending on thickness and diameter of cutter used
Water jet cutters cut sharper inside corners , your choice.
