What are the best courses and strategic steps to take to become qualified as a power transformer designer? I am interested in designing for substations and underground. I understand this is a specialty area and want to become qualified.

I have not heard of a certification as such. I have been desiging magnetics for 15 years and all of the mentors I talked to in the beginning say that the best way to learn is to read multiple books on design methodologies and then develop your own. Beyond this it takes experience and lots of failures - I still can make a bad transformer once in a while.

If you are still interested to become a good power transformer designer, read:
a) J&P Transformer Book
b) Performance and Design of AC Machine by MG Say
c) Specification of Power Transformer in Standard Tenders floated through the world

Suggestions:
1. Any coursework in areas of Electrical Engineering/Design/Technology including electrical power distribution, conversion, machinery, management, etc. includes transformers to the noticeable extent.
2. Electrical Engineering Society dealing with power, power apparatus, delivery, conversion, systems will provide up-to-date transformer challenges under various angles and in different context.

I suspect the fastest way is to become employed by a transformer manufacturer.  When I worked at GE's Medium Transformer plant, they had an informal class for new engineers.  Even if such a class did not exist, you would have the opportunity to discuss transformer design with folks who are very experienced.
