I work in an engineering company and at this moment we are developing aproject fro a refinery in Russia Federation.
I have been informed that aircoolers shop run-in test is mandatory in order to obtain the certification to introduce the equipment in Russian Federation.

I find this requirement a bit strange.
Can anybody with experience working for Russia tell me if it is really required or not?
And if so, where is it required?
