When charpy testing carbon steel weld inlaid with 5mm Inconel must the test specimen include the inlay or not according to BPVC section V?

Test temperature is -46°C.

The notch toughness concern is the base metal (CS) heat affected zone (HAZ) at -46 deg C, not the Inconel. So, placement of the notch must be in the base metal HAZ.
