I am working on vapor recovery system. I am trying to collect gasoline and ethaol vapors. the client does not want to blanket the tanks. tanks are open to atmosphere. any idea? I am trying to find a source such as API to document it. I have NFPA 30 but it doesn't cover blanketing requirements. Tanks are fixed roof. Thanks for your help. How we can get away from blanketing?

Therefore, blanketing is usually not an option. You will likely be required to put some time of vapor control system on the tanks like an IFR. Another alternative is to install a common header that connects all of the vapor spaces of your fixed roof tanks. At the end of this header, a carbon adsorption based VRU can be used or a combustion system that safely burns the generated hydrocarbon vapors. Explosive mixtures can be controlled without blanketing. There are several manufacturers of this type of equipment.

Do you have any info on these carbon based systems? Do you know if they will work for methanol tanks?

It has general information on carbon adsorption systems along with a few others. Links at this website will also connect you with manufacturers.
I believe they will also work with Methanol. I know they will work with Ethanol.
