Can anyone please tell me, what is the best drill bit that should be used to drill MIL-46100  BRC500 plates?

Look at MIL-HDBK-1941 "Metal-Arc Welding of Homogeneous Armor": steel per MIL-DTL-46100 [was MIL-A-46100]is included.

Also see the cancellation notice for MIL-STD-1185-N1 "Welding~High Hardness Armor"... it points to a specific Army document "TACOM Drawing 12479550, Grnd Combat Vhcl Welding Code - Steel" [there is a separate document for welding aluminum armor].
