Is it acceptable to use different bolt sizes at each end of vertical brace (3/4" dia bolts at one end and 1" dia bolts at other end)?

I don't think there is a code provision that would prevent you from doing that.  I would probably avoid doing it just on general principle.  However there are times when the upper end of a brace has different conditions which may require a different bolt pattern or size.
