Could someone please explain the process of certifying a welder to ASME IX.  We are only using ASME as a guide for our welding system.  Does one start with a WPS that specifies the welding conditions then one fills out the PQR with the actual welding data used on a weld coupon then the WPS and PQR will be sent to the test lab?  I have read the ASME IX codebook but I could use some practical advice for clarification of the certification process of welding procedure and welding personnel/operators.

Follow the advice of Section IX, Article III. All of the information is there and is spelled out like a road map, it is not that difficult.  If you still have problems, I would suggest you attend one of the training classes offered either by the National Board or ASME B&PV Code on Section IX.

Certifying a welder is proving they can deposit sound weld metal, and consists of a WPQ welder performance test, which has a small amount of testing (typically x-ray or bend test). If you don't have a WPS yet, then you must qualify that first, which involves welding the PQR that you mentioned, and conducting more stringent tests (you are proving the process and variables will produce a sound weld). Typical testing is tensile, bends, and visual.

Metengr is right, go to ASME Section IX Article III and have at it. Without some help or a seminar, it can be very difficult and time-consuming, depending as much on your experience with Codes and standards as with welding.

Keep in mind that to actually be a Code welder the testing and the certification of the WPQ must be done by an ASME Certificate holder, and the welder must be employed by the Certificate holder, or under their direct supervison.

I have read article III and have drawn the conclusions you have mentioned.  Not working with ASME IX on a daily basis and without the benefit of any training as to the interpretations led me to seek conformation.  Thanks again you have been very helpful.

Remember...  The welder who performs the successful WPS qualification is NOW certified to weld to that WPS.  

The best way to test something is to squeeze it, slowly, until it breaks!
