What is the thinking on wet setting straight reinforcing bar dowels into the tops of foundation walls for masonry anchorage?
I think the precast section of the ACI allows it providing there is no hook or anchorage to other items and that displacement of the dowel is prevented and proper consolodation around the dowel is provided.
Can that train of thought be applied to cast-in-place work too?
It seems that much more material is required to tie widely spaced dowels in the forms before casting, adding expense.

If it is a residential basement, the dowels may not be required unless the wall is a cantilevered wall.
If you are under the IBC, there are different rules and cannot use the proven methods that work for the qualifying applications.

IBC but whether required or not is not the question as it is engineered masonry and they are not optional by design.
