Do you mean a material that can be directly substituted within the framework of the standards to which you are working?  If yes, then we need to know what you are constructing and the standards that you are using.  In the absence of the foregoing, I could just simply state ASTM A672 Grade C65 Class 12 and hope that it matches what you are attempting to procure in terms of quality and quality control.

WHAT PIPING CODE ARE YOU DESIGNING THE SYSTEM TO?

I ask that question a lot.   When using the ASME B31 Pressure Piping Codes, the material must be a "listed" material.

Much pipe is sold these days with double or triple specification compliance.  Sometimes you will buy API 5L Grade B seamless pipe and it will be delivered with markings showing that it complies to A-53 grade B and A-106 Grade B.

You are asking about seam welded pipe.  You are asking about steam system piping.  Look at B31.1 Table 102.4.3.  Note that various types of seam welds are assigned different weld joint efficiency factors (E).  Check out the difference in the "E" factor for SAW and ERW piping.  NEVER substitute ANYTHING without the owner'd written permission.

I am very sorry. The design code is ASME B 31.3.

The weld joint efficiency factor of API 5L GR.B SAW is 0.95. May ASTM A672 Grade C65 substitute it? I found that the chemical composition, yield strength and tensile strength between them are similar.

You might be able to make a strong case for the substitution when you seek the approval of the owner if the A 672, grade C65 has a weld efficiency equal to that of the API 5L grade B.  Check through paragraph 323.2.2 regarding minimum temperatures for the material thickness.

Get the owner's approval in writing.
