I am new to this and gone thru the tutorial and other documentation and no luck.

How can I give a dimension at an angle?
Is it possible to select a reference line before the first and second point for the dimension?

Any hot keys or settings?

The best way to do this is to dimension between an edge and a point instead of two points.  If you're stuck with points, add  a short construction line on the first point and constrain it to be perpendicular to your measurement direction.  Then dimension from it to the other point.
