(OP)
I'm new to this all and would like to know if the possibility exists of using a system of gears driven by a small petrol engine to spin the flywheel of a >15kw diesel generator.

The idea is to reduce fuel consumption as well as allow use of either fuel type on the basis of availability in 3rd world countries.

Given that there is no restriction on size of the finished product and no particular need for portability or aesthetics or extreme refinement, I wonder if I could find guidance in such a scheme

When you say spin, what do you mean?
To make the generator run at small load?

15 Kw is a fairly small engine. Not sure how this would reduce fuel consumption. Guess you could connect both the diesel and the gasoline engine to the output shaft through over-running clutches and a gearset. You could then run either engine.
