when column splice plate is long enough to hit
beam moment connection end plate..
and unavoidably become 1 long plate..
how does one design this?
any reference sample for this?

You could either move the column splice up or make the splice plate and end plate one piece, welded to the beam.  If the column splice is welded, same as before.  If the column splice is bolted, you will have to bolt to the lower part also.

Sounds as if some of the bolts and part of the plate would be doing double duty, so would have to be designed for combination of forces, but I don't think I could give any general advice about designing the connection without seeing it.
