Hye,
Looking for a "18 water turbine which can be mounted in a "18 sea-water pipe, to charge a local battery.
Where can I find one?

Water turbines are designed for a particular flow and head.  

Most turbines are not designed for sea water, since getting any usable head from sea level is not easily accomplished.  I don't recall seeing any and I would imagine you would have to special order one.
