In designing circular concrete tanks, PCA's Design Guide suggests sizing the hoop steel for tension at 0.9*fy (with factored loading).

I can't find anything in ACI 350-06 (or 01) that addresses this. Additionally, while ACI 350 has requirements for the distribution of flexural reinforcing (Section 10.6),the only thing I can find that specifically addresses hoop steel concerns splice locations (Section 12.15), not the distrubution of the steel for crack control. Does anyone know if ACI has any specific requirements for designing hoop (tension) reinforcing in circular concrete tanks?

In 350-01, this was addressed in 19.4.10.  Chapter 19 was for shells and folded plate members.  The commentary puts ø per 9.3.2.2(a).
