WHEN DOIN A CROSS HOLE, A YOU CAN CORRECTLY DO A CHAMFER ON THE ONE SIDE, BUT IS IT POSSIBLE WITHOUT DOING A REVOLVED CUTOUT TO DO A PROPER CHAMFER ON THE OTHER SIDE.
BTW THIS IS A ROUND PART SO USING THE CHAMFER COMMAND ON THE BACK OF THE HOLE DOES NOT GIVE A PROPER CHAMFER, IT RELATES THE ANGLE TO THE TANGENT OF THE PART OF THE CIRCLE YOU ARE ON

In this case, I would create a reference plane on the back side of the hole, and then make a cutout of a circle and add an inward draft.

This might not involve the direct values you have, but with a bit of trig. I'm sure you'll have what you need.

EDIT: Actually, the depth of your cutout does not matter, as long as depth is longer than what your draft would remove from the cutout (or leave to the model) , you are in business.

In other words, just make your cutout reach the other side of the sphere, and add the angle you want.

you can do it by creation a tangent plane and using the countersink  in the hole command  then mirror the hole
