What allowable design values can one safely use for the tension capacity of a high strength ASTM F1554 grade 55 steel rod material?
would it be 60% of actual yield strength or 70% of minimum specified tension strenght?

(Fy Ag)/1.67 < or = (Fu Ae)/2.  Thus 32.9 ksi of gross area in tension yeilding  or 37.5 ksi of net area in tension rupture.

Per 9th ed. AISC ASD requirements, allowable tension on threaded fasteners is 0.33*Fu.

Follow a proper anchor rod design method, such as that given by ACI 318 appendix D, or the PCI Design Handbook.
