Flares,
I am aware that hey are specific standards for that.
API 537 and ASME STS-1.

questions:
Are flares considered as pressure vessels?
Which design pressure shall be used ?
Do we have always to hydrotest flares even when they are pressureless?
Which hydrotest shall be be used then ?
Which NDE shall be used ?
Is there also radiography ( spot or full ) involved ?

Understand that most flares do not technically fall under the rules of ASME B31.1/B31.3 because the operating pressure is so low.

The answers following aremy opinion:

"Are flares considered as pressure vessels?"

No, they are of low pressure and configured to transport, not store gasses and vapors

"Which design pressure shall be used ? "

This is a tough question, but ultimately up to you, I would use 10-14 psig as a minimum

"Do we have always to hydrotest flares even when they are pressureless?"

Depends on the code of construction..... a 1-2 psig pneumatic pressure "check" may be appropriate

"Which hydrotest shall be be used then ?" See above

"Which NDE shall be used ?" Are flares considered as pressure vessels?

Visual weld inspection, as per B31.1/b31.3 should be a minimum, perhaps spot radiography

"Is there also radiography (spot or full) involved?"
