Do you know IEC or other regulations acc. to environmental protection against oil leakage from outdoor located oil-type transformer >30MVA. I mean some kind of concrete tank under transformer. Are thease regulations obligatory?

IEEE Std 979-1994, "IEEE Guide for Substation Fire Protection" - oil containment as a means to prevent the spread of fire.

IEEE Std 980-1994, "IEEE Guide for Containment and Control of Oil Spills in Substations" - title is self-explanatory.

These and similar standards are not obligatory.  I believe the country/state/province environmental regulations for the area of the installation would specify what, if any, oil containment is required.
