If I'm a purchaser, what item usually required to be inspected at the mill during pre-production inspection for LSAW pipe (API 5L X65 PSL2)?

if this is a mill that you have used before you could accept their CMTR (Certified Material Test Report)instead
and/or ask for a sample of a pipe (using the heat number for traceability) and run your own material test on that sample prior to shipment of any of the purchased pipes

is it seamed or seamless?
are you going to require PMI (positive material identification) upon receipt of the pipe?
the option of having a third party inspection agency present at the PIM (pre-inspection meeting) should consider the complexity of the material/equipment being purchased.
somethings, such as mill run pipe do not require many inspection points and aside from my previous suggestion (and answers to the above questions) most third party inspectors could accommodate the required inspection activity quite handily if they were not present at the PIM.
however, the choice would be yours.
