how much clearance do we need on a gas meter vent pipe above ground? NFPA 54 says enough to not allow debris to get in. In Washington DC you could have snow? is there required height by code? 18"?? meter is outdoors.  What if the meter is inside? code reference?

Look at the international fuel gas code.

It should tell you how high, how far away from other things, etc.  

If the meter is inside, you should vent it to the outside.  Watch the distance of the relief and don't undersize the pipe.
