I am checking something I do not have ASME BTH-1 with me - are all allowable stresses Fy/3 even allowable bearing stress?

The allowable bearing stress between a pin and a plate per ASME BTH-1 eqn 3-51 is 1.25*Fy/Nd.  Nd would normally be 3.  If your pin rotates a large number of cycles they divide this by 2 for the allowable bearing per eqn 3-52.
