we do not know the context in which you are referring to.  steam can be at any pressure within the system design limits.

perhaps additional information, such as documentation source +  entire sentence(s), can be provided so a more suitable answer will be given.

Is it possible that the word "reduced" qualifies the word following steam as in: reduced steam pressure, or reduced steam flow rate, or or reduced steam consumption ?
