What are the minimum requirements for the water used in a chilled water system that is used in a chiller system with condensers. And what are the additives that need to be added to the water?

Contact your local water treatment guy/gal.  They should take a sample of your domestic water, one of your closed loop water, and then recommend a treatment system that is typically fed by a pot feeder into your closed loop system. If there is nobody local, you could also take the samples yourself, and send to a reputable water treatment company.

I need to understand  how to calculate the KW per refrigerant ton. Where do I determine the entalphy for each case?

Um, you are a little off topic, but here ya go.  Quoting from Encyclopedia Britanica "Enthalpy is the sum of the internal energy E and the product of the pressure P and volume V of a thermodynamic system". Handy in a college level thermodynamic course, but in the HVAC real world not generally used.

KW/ton however, is a valid measure of efficiency, and a good yardstick by which to evaluate systems. For a chiller, it is usually listed in the manufacturers data.  For a central plant, you need to add up all the power consumed by chiller, pumps, and cooling towers (if applicable), and divide by the chiller output in tons.
