I need to maintain +15 to +25 deg C temp for Bio Diesel Storage Tank with -47 Deg c ambient temp.

I think that what MintJulep is trying to say is, if you want more help, we need a lot more information, such as the size and shape of the tank, what kind of heating media you have available (hot oil, steam, etc), temperature or pressure of media, and possibly what is your maximum expected heat load at the minimum ambient temperature.  Is the tank insulated?

Here is data;
Tank Size  Dia    15.85 Mt.
           Height 12.2 Mt
Capacity   2.4 Million Litre
Fluid      Bio Diesel( B-100)
Maintenance Temperature      +15 Deg. C
Lowest Ambient Temp          -40 Deg. C
Wind Speed                    85 KM/ Hr on One in ten Year basis

Insulation is 2 inch thk.
there is no existin Heating. We will provide it.

I want to know How to calculate heat loss?

Try looking at NFPA 22, and adjusting the calc for the different fluid.  This standard will show you most of what you need to know.

More easily, you can use pure heat conduction to calculte loss from roof, shell and bottom repectively and add. The results may not be precise but on the conservative side.  

I calculated in this way a couple of times and it shoule not take more than half an hour.

If the minimum temperature of -47C only exists for 1hour then maybe it should not be used as the design case because of the considerable amount of heat stored within the tank.
