I am having an issue with NX4 parts lists, and balloon fill.
If I put the blank balloons in and do an update parts list, all the balloons update correctly.  If the part is saved, closed, and reopened, only a few of the balloons are filled.  The other interensting thing is if I then close and reopen, different balloons are filled but not all.  Any ideas on what is going on?

In all probability the parts list is set to automatically update, but you're loading partially of the wrong reference set (ie, Faceted Representations and not Solid Bodies). It could also happen that something in the model may have changed. Now you can associate ID balloon labels with faceted bodies on occasion especially when the view is based on facets, but no matter what the label was anchored to to begin with if that element of the model is changed or unloaded then the ID balloon may be orphaned if only temporarily until you either load up the correct underlying geometry, update the views or in the extreme case reattach it.

In your case to test for this try saving the drawing with everything set as you want and expect it to be. Next if you close everything then re-open with the load options set to "As saved", and the Default reference set also set to "As Saved". Then it should behave predictably. There are occasions like this when you may want to load drawings differently than you might modeling assemblies. Certainly if this works for you it is likely that you'll eventually want to set your load options for the components back to your normal method, which leaves you with one remaining test to prove or disprove that the reference sets have an influence.
