I have missed a 2cm in the alignment of a hooked anchor bolt that is partially been casted (40cm) and left with only 10cm. So to make it center I bent the top 10cm to align in its center. Does it affect much in the tensile strength of the bolt?

Yes, it does, but even more important is the lateral load which the bend applies to the concrete.  What you have done is an unacceptable solution to the site error.

Also, by bending the bolt you have introduced an eccentricity between the applied load and the reaction. This will introduce a moment which applied bending to the bolt (usually unadvisable).  Plus the tensile load will tend to bend the bolt back.  When this happens the load will redistribute to the remaining bolts and potentially overstress them.

Is this column only gravity loaded or are there lateral forces and uplift that must be transferred?
