Good practices of management of valves for the refinery

Re the management of valves for the whole refinery, we recently are in deep consideration for " how we sure the activity of the valves when they worked, for the valves not operated during normal operation".
For example, there are some valves
 a. that is expected to be used only during S/D or S/U
 b. that is expected to be used for the isolation of some
    equipments
 c. that is expected to be used for the maintenance of C/V
    , in other words by-pass valves
So, if you guys have good practices for the exact working of valves when they need to be acted, please let me know. Also, if you have other knowledge for the management of valves which can be sure when they acted, please inform us.
