I've got a client who wants to insulate their water distribution pipes for a septic field i.e these are perforated PVC pipes.

I've never heard of insulating perforated pipe as it would just soak everything inside. Perforating the insulation would create an area for heat to escape.

It seems a bit ridiculous, but has anyone ever done anything like this and recommend an appropriate insulation type.

There comes a time when you must try to save the Client from himself.  
It is very hard but it can be done.
You must know what you are doing and you must be sure that your Company is 100% behind you.
The only times you should do this is when the Client's request is really "Dumb"

Then you (your Company) politely tell the Client "NO!"

My client wants a submarine with screen doors.  Fortunately he's paying cash and I doubt I'll have to worry about him after this project.  You can lead a horse to water, but you can't make him drink.

QUESTION!  Why would somebody want to insulate a septic field distribution line?  They must be installed below freeze level to work.  What good would it do to insulate the pipe and keep the s**t warm when it would freeze and plug the exterior of the perfs when it contacted the surrounding frozen ground anyway???

I suppose its to keep the mosquito larve on the outside of the submarine.

You can insulate it with PUR foam and put 2 or 3 layers polyester mat on top of it.
But you have to leave the area with the holes in the tube open.
