i'm having the opposite problem to the guy in this thread:

using SW08 SP3.1
when creating linear smart dimensions, the mouse does not snap to any set distances from the part. Other computers in the same department do it fine (although i think everyone else is still on SP3.0). Once i click a spot for the dimension and exit the command, i can come back, drag the dimension and the snaps will be there. we all use the same networked drawing template so the dimension offsets should be the same for everyone.
Where is the toggle for this setting????

Like i said in the first post, we are all using the same drawing template, so i am thinking it's a system setting, not a document setting.

Perhaps you can use the Copy Settings Wizard from the best configured machine to propagate all the desired settings to other machines. For instance, one of the machines that has all the toolbars arranged the way you all like them and has all the system settings and paths set to what works best for your group could be used to generate the settings, then you can "copy" those settings to the other computers, including yours. Sometimes this is the most expedient way to resolve a nuisance issue like yours. The setting is in there somewhere, but spending the time to find isn't worth it compared to just resetting everything to a good condition.
