Okay so I can load the program and I can start making sketches but when I try to make a new PART it just dies. It closes with out a single warning.

I see the same thing with assembly.

Anyone out there can help me?

Does it crash while you're in sketcher mode?  The Microsoft Intellipoint mouse software was causing mine to quit while in sketcher mode.  You have to uninstall Intellipoint to fix it.

i had the same problem, proe Wf4 crashes when we select the part or assembly and select the template and when the part or assembly environment starts, proe shuts down.
Advice plz!
No intelli-mouse etc here.

Try reinstalling ProE in a directory on your computer (i.e. C:PTC\my_files ) that doesn't have spaces in the name.  ProE was UNIX based and UNIX didn't like spaces.  That's about the limit of my ProE (and computer) knowledge on the subject...
