If you are looking for a copy of the Code Case, check with ASME.org.

You don't need a code case for Metric units.

CC 2523 is about mixing systems of units within one vessel's design.

Code Case 2523 is for more than one systems of units within one vessel's design. Need to be mentioned on MDR.

It is my understanding that the reference to Code Case 2523 is no longet required when using differing systems of units as it is now addressed in the code itself - see Section U-4, 2006 Addenda - 2004 Edition of ASME BPVC VIII Div.1; also the case in the 2007 Edition.
