1.)  Do you include wind & seismic loadings in the checking/qualifying of a nozzle when maximum allowable nozzle loads are provided?  

2.)  Understanding that when performing WRC107 wind and seismic are included.  Is there a 1.33 factor applied in this situation?

3.)  What is maximum allowable loads are provided for a preheater nozzle, should wind and seismic be used in the evaluation or just the operating combination (Gravity, Thermal, and Pressure)?

The maximum allowable loads include wind and seismic loads as applicable;- if the preheater is indoors, no wind load. There is no extra 1.33 factor applied to any loads, stresses or the like, apart of the WRC intensification factors. Again, the maximum loads must include all the applicable loads, other ways it wouldn't be the maximum allowable.
