I have a 12" tank that is 5' long. The design call for a nozzle to project through the shell some minimal amount. The nozzle is at the midpoint of the tank so internal access is not practical. The intenral projection was not used for reinforceent, but rather, just to make fabrication easier. When nozzles project through, however, isn't a fillet weld required on the inside surface to preclude having a stress riser there? The figures in the code are representative of soma acceptable types of welds, but every case that has an internal projetion also has a weld on that inside surface. I cant find anything that would accept or reject not having this internal fillet cap. Does anyone have any knowledge of why a weld is or is not required on the inside when its not specifically required for reinforcemnt?

It is allowed with full penetration weld only. It also must be available for inspection even if you can't place a fillet weld on it. Good luck passing inspection on these type of joints. It will take a skilled welder and a confident examiner.
Here is an interpretation to back it up:

Question (1): In Section VIII, Division 1 construction, is it acceptable to attach a nozzle neck that projects past the inner vessel surface [similar to Fig. UW-16.1 sketch (h)] with a full penetration groove weld and fillet weld on the outside only [similar to Fig. UW- 16.1 sketch (c)]?
Reply (1): Yes.
Question (2): Would the use of the inside nozzle projection as reinforcement require an inside fillet weld?
Reply (2): No.
