How is the required number of parking spaces determined for a community building?  Is there a section in IBC that specifies this requirement?

Parking count/dimensions/type will be determined by your local planning department regs for a given use/zone.

I have had one local county government that specifies this for commercial or industrial developments

Parking Generation (Institute of Transportation     
Engineers, 1987) and Off-Street parking Requirements (Planning Advisory Service No. 432,     
1991) providing guidance to design and to site plan review by the Board of Zoning Appeals     

but normally most have their own more specific regs.

I would assume anyone posting on this forum knows parking would be determined by your local planning dept and not to forget handicap stalls.
