Hopefully I word this well enough to be understood. I need to illustrate a serial number etched into the side of a cylindrical part. I've done this using text and cut extrude on flat surfaces, but cannot understand how to do it on a cylindrical part that has a taper to it (not steep enough to be a cone, it's about a 1degree taper)

In addition to what handleman said.  You could also create a plane tangent to your surface and then extrude-cut offset from surface.

that worked once I got the plane at the correct angle for the tapered cylinders! thank you!
