I am trying to determine if Sch 40 Stainless Steel pipe
is suitable for 250bar High pressure water.
Water is at 18 to 20 deg C
Or do i need to consider Sch 80 Seamless Pipe
is suitable for 250bar High pressure water.

It is a high pressure wash line, fed from a high pressure pump station.

You need to consider using Sch80s pipe. And there is not huge cost impact for those smaller sizes.
The high pressure wash operation might have some on-off cycling, and then you also will need to consider possible pressure surges above the 250 bar for design.

you have to take into consideration that you will have to test the line at 1.5 times design and if 250bar(3625.943psi) is the design, 375bar (5438.9145psi) will be the test pressure... these are not pressures to play around with... do it right the first time
Get qualified Inspectors and qualified welders as well this is one time doing it cheap may kill someone!
