I have a brand new 80Dx42H API 650 tank that was painted before I got onsite. We have not performed hydro yet. Does API address this issue? I have never had a tank painted before Hydro before and I fear if any leaks exist, paint may cover the leaks especially in the upper courses where head pressure is less.

I don't think API 650 addresses this.  One of the Interpretations does, and says that API-650 does not require hydrotesting before painting.  But most owners would want it hydrotested before.

You never mentioned if the Tank had been tested at the shop, or was it built in place?

Thats a good point.

I'm just used to seeing turnkey operations being built at dock and shipped on some mighty big barges to other remote areas. Sometimes,you never know.

I dunno... An 6'-8" diameter x 3'-6" high tank might be shipped on a truck...

Sorry guys I have been gone for a while.
The tank was field erected and it did spring leaks when we did hydro. Leaks were on upper shell courses. Thanks JStephen, I mentioned your response on my report and we both looked like intelligent people when it leaked. I think my customer learned his lesson and now he has me checking all of his tanks "prior" to painting.
