When drawing in different 3d views, how do I set AutoCAD to automatically establish X in the horizontal plane going to the right and Y in the vertical plane going up?  Is there a variable to set such that I do not need to select "UCS View" every time I change the view in model space?

UCSFOLLOW, I believe.

UCSFollow is the reverse - the view changes to match the UCS.  I think you have to hit UCS View each time.  If you use a macro or button to change the view you could add UCS View to automate it.
