Hello,

I work in a 2x150MW Coal fired utility located in Colombia, South America. We will change the reheater tubes in next October so I've been selected by the company to inspect the tubes and their Mill Test Reports in factory prior to shipment. The factories are located in Houston and Detroit. What do I need to know prior to the inspection? Are there special things to check during visit? I'm a mechanical engineering and I'm asking this because this is the first time I do this, even when I have some ideas about things to check during inspection, I don't want to pass by any important check prior to shipment, and our company want to be sure about the correct fabrication and quality of the tubes bought.

The tubes are 1.750", 2.000", 2.2500, 2.500" diameter; and 0.135", 0.150". 0.180" thickness, in the following materials:

SA-209T1
SA-213T11
SA-213T12
SA-213T22
SA-213TP304H
SA-213TP347H

I have done many of these vendor audits/reviews for boiler pressure parts we purchase. First, bring a copy of ASME SA 213 Specification with you including SA-450, and your bid specification that was issued when you purchased the tubes. Armed with the necessary specifications, review the entire fabrication process, job travelers, bending, welding, mechanical testing and their laboratory to view corrosion testing (if specified). Request to view any nonconformance items associated with your order. On the front end request all material test reports to view the original sourcing of the steel used to make the tubing.

Once the above is completed, roam the shop floor and request an inspection of several finished tube samples from your tube order to judge the level of quality/workmanship and material handling. Bring a set of calipers with you to check OD, wall thickness and a good flashlight to view the tube bores.

Finally, review the shop layout, equipment, their Quality Program for future tube orders.

In addition to SA-213 and SA-450 copy also specifications SA-209 and SA-1016 to check T1-material....

Ask to see some resume's or CV's of key people, quality control, inspectors, welders, production control personnel and anyone else that you think a critical part of the process.
