I want to pump storm water out of a aboveground storage tank using a air diaphragm pump. The outlet of the tank would be roughly the same elevation as the inlet to the pump. I want the pump to turn on at a certain height and turn off at a certain height. How can I do this with installing a float system within the tank? Any ideas?

Why not just have a valve that opens and closes at the prescribed water levels?

For example, IR has liquid level sensors for their diaphragm pumps.

If you DID mean that you don't want to use a float switch or anything internal to the tank, you can use a pressure sensor at or near the tank bottom. Best would be a good analog sensor with a controller, but you might be able to accomplish it with a simple pressure switch.
