I want to pump storm water out of a aboveground storage tank using a air diaphragm pump. The outlet of the tank would be roughly the same elevation as the inlet to the pump. I want the pump to turn on at a certain height and turn off at a certain height.  How can I do this with installing a float system within the tank? Any ideas?

Why do you have a pump?

Why not just have a valve that opens and closes at the prescribed water levels?

If you DID mean that you don't want to use a float switch or anything internal to the tank, you can use a pressure sensor at or near the tank bottom.  Best would be a good analog sensor with a controller, but you might be able to accomplish it with a simple pressure switch.

Not exactly clear, but is your question about how to start the pneumatic diaphragm pump automtaticly at some level?  You'll need to install an air solonoid in the air supply line which is in series with the level switch and the solonoid supply power.

Check that your pump is suitable as well. Many diaphagm pumps are not designed for positive suction pressure. It causes the diaphragm to reverse curvature.
