Hi there.  I need to determine the quality of the ground connections within a building.  What kind of device should I use to determine this, and where can I get one?

What do you mean by "quality"?  Sorry, but ever since I read "Zen and the Art of Motorcycle Maintenance" I always shudder at the term "quality".

I think there are two related issues - the resistance to ground of the grounding system and also the contact resistance of the bonding connections.  

Even though you measure a low resistance to ground using a traditional ground tester, this does not necessarily tell you how the system will handle 30,000 amperes of current.  

The resistance of the *connections* is best tested using a low-resistance Ohmmeter ("Ducter").  This will give you some indication of how well the grounding system will handle high fault currents.
